What could food taxes do for planetary health: a systematic review of modeling studies

Introduction
One effective tool to tackle non-communicable diseases and the growing burden of climate change could be food taxation policies. To predict their impact on the environment and health, it is worth modeling them in the first place.
Aims
Our aim in this study was to collect and analyze these modeling methods.
Method
We conducted a systematic review in Scopus and Pubmed, looking for studies that modeled fiscal policies on the food groups targeted by the EAT-Lancet Commission and examined their health or environmental effects. After double-screening the records, data on modeling methods were extracted from the 55 included studies. The review protocol was registered on PROSPERO (2022 CRD42022291945).
Results
Most often modeled were carbon taxes on food and fruit and vegetable subsidies. A consumer education campaign was added to the tax policy in one study to amplify its impact. The model outcome estimates were highly sensitive to changes in consumption and price elasticities. There have also been studies that modeled the stability of the amount of food consumed: six times with calorie stability and twice with food weight stability. The results were also sensitive to the diseases included in the model and to the system boundaries of environmental impacts. There were no studies that modeled the health effects of environmental outcomes.
Conclusion
No model was found that covered all relevant aspects of the issue. Some details were still missing from all included models. It seems appropriate to model the stability of the amount of diet consumed, either by keeping the weight of the diet or the calories consumed stable. Fiscal policies are more equitable if taxes and subsidies are combined to make them less regressive. Besides that, an information campaign alongside fiscal policy could improve effectiveness. The diseases and environmental boundaries considered should be defined as broadly as possible to achieve more valid estimates on this complex issue. A more comprehensive understanding of fiscal policies would allow us to better anticipate the impact of our actions and inactions, and thus allow policymakers to take more sophisticated measures.
